EFEKTIVITAS PERAN BP4 DALAM MEMBANGUN KETAHANAN KELUARGA DAN MENANGGULANGI PERNIKAHAN DINI DI KUA KECAMATAN SINGOSARI

Abstract


Early marriage remains a critical social issue in various regions of Indonesia, including the Singosari District, Malang Regency. This study aims to analyze the effectiveness of the BP4 (Advisory, Guidance, and Preservation of Marriage Board) at the Singosari Office of Religious Affairs (KUA) in building family resilience and preventing early marriage. Using a qualitative descriptive approach with a case study design, data were collected through in-depth interviews, direct observation, and documentation involving BP4 staff, prospective brides and grooms, and community figures. The results show that BP4 has implemented several strategic programs, including Premarital Counseling (Bimwin), the Pusaka Sakinah Program, and the School-Age Youth Guidance (BRUS). These programs focus on educating prospective couples, strengthening existing marriages, and raising awareness among adolescents regarding reproductive health and the risks of early marriage. The effectiveness of these programs is reflected in the decline of early marriage cases—from 47 cases in 2023 to 38 in 2024, and further down to 17 by mid-2025. This indicates that BP4 plays a significant and practical role in shaping a more conscious, prepared, and resilient family structure. The study concludes that BP4's efforts can serve as a community-based intervention model for addressing early marriage in culturally embedded societies.
