PERAN KANTOR URUSAN AGAMA DALAM PELAKSANAAN PENGAWASAN TERHADAP PENGELOLAAN BENDA WAQAF DI KECAMATAN GEMPOL KABUPATEN PASURUAN

Abstract


This study examines the role of the Office of Religious Affairs (Kantor Urusan Agama/KUA) in supervising the management of waqf assets in Gempol District, Pasuruan Regency. The research is motivated by the persistent dominance of administrative-oriented supervision and the limited managerial capacity of Nazhir, which hinders the optimization of waqf assets for social and economic welfare. This study positions itself within socio-legal waqf governance studies by focusing on operational supervision at the sub-district level, an area that has received limited empirical attention in previous research. Employing a qualitative empirical juridical approach, data were collected through in-depth interviews, observation, and document analysis involving KUA officials, Nazhir, and relevant stakeholders. The findings indicate that KUA plays a strategic role in ensuring legal certainty and administrative order of waqf through its function as Pejabat Pembuat Akta Ikrar Wakaf (PPAIW). However, supervision remains largely administrative, with minimal engagement in managerial guidance and productive waqf development. The study highlights the need to strengthen KUA’s supervisory capacity through enhanced nazhir training, inter-institutional coordination with the Indonesian Waqf Board (BWI), and the development of integrative supervisory models to improve sustainable waqf management.
