PENANGGULANGAN PARKIR LIAR MENURUT PERATURAN DAERAH KOTA MALANG NOMOR 3 TAHUN 2015 TENTANG RETRIBUSI JASA UMUM

Abstract

Parkir sudah menjadi suatu hal yang lumrah, terlebih pada zaman sekarang semakin maraknya peredaran kendaraan bermotor, jadi hampir di setiap pertokoan, swalayan, Anjungan Tunai Mandiri, serta fasilitas umum yang lainnya, terdapat petugas parkir yang bertugas untuk menjaga keamanan kendaraan konsumen atau pengguna jasa parkir. Akan tetapi, seiring dengan bantuan yang diberikan petugas parkir, ada oknum-oknum tak bertanggungjawab yang dengan memberlakukan parkir atau menaikkan tarif parkir dari tarif yang sudah ditetapkan pemerintah. Sehingga kehadiran mereka membuat masyarakat cemas. Karena, ada beberapa tempat parkir yang hanya terfokus pada penarikan uang jasa parkirnya saja, tanpa membantu pengguna jasa parkir, seperti menyebrang jalan atau mengarahkan kemana kendaraan harus diparkir. Oleh karena itu, perlu adanya tindakan tegas dari pemerintah untuk para petugas tidak resmi tersebut, juga sebagai penilaian tentang bagaimana penerapan pasal 18-23 tentang retribusi parkir di tepi jalan umum dalam PERDA Nomor 3 Tahun 2015 tentang Retribusi Jasa Umum.

Parking has become a regular issues , especially during today the rampant distribution motor vehicle , so in almost every shops , department stores , automated teller , and other public facilities , there are parking officers who will maintain security vehicle of consumers or parking users .But , along with assistance provided parking officers , is not responsible parties who by imposing parking or increase parking fee than the that has been set the government .So that their presence made the community anxious .Because , there are several parking lots only focus on the withdrawal of money services attendant just , without help parking users , as cross the street or directing where transport have parked. For that reason it is , a need to introduce strict action toward the case from the government for the officials or the not official reflected the bank sound assets , also as an assessment of about how the application of article 18-23 on levies on the parking on the street common in the by law no 3 years 2015 about general service levies.
