Abstract


ABSTRACT

On-street parking is a form of side friction that can reduce the performance of urban roads, particularly in areas with intense commercial activity. This study aims to evaluate parking characteristics, analyze the influence of on-street parking on traffic performance, project road performance over the next five years, and formulate handling recommendations for KH. Agus Salim Street, Malang City. A quantitative-descriptive method was applied, with primary data collected over six days (three weekdays and three weekend days) for 12 hours per day, analyzed using the Indonesian Highway Capacity Guidelines (PKJI 2023). The results show that the use of road space for parking and street vendor (PKL) activities reduced the effective road width from 12 meters to 5 meters, a decrease of approximately 58%. The peak-hour traffic volume was recorded at 873.2 pcu/hour on Saturday between 18.00-19.00, while the existing road capacity was 983.7 pcu/hour, yielding a Degree of Saturation (DS) of 0.89 and a Level of Service (LOS) of category E. On-street parking contributed a 28% capacity reduction, while street vendors contributed 15%. A simulated redesign of mixed parking layout (parallel car parking and 90° motorcycle parking), or Scenario 1, increased the effective lane width to 7.40 meters, raised road capacity by 31.94% to 1,297.9 pcu/hour, and reduced DS to 0.67 with LOS category C. Without intervention, DS is projected to reach 1.08 (LOS F) by 2030. This study recommends re-marking of parking spaces, relocation of street vendors, and law enforcement as priority measures to sustain road performance.
