Abstract


Community participation is an important factor in supporting the success of productive zakat management programs based on Zakat Community Development (ZCD). The ZCD approach emphasizes the empowerment of mustahik through active community involvement in every stage of the program, from planning and implementation to evaluation. Meanwhile, a conducive business climate encourages creativity, innovation, and courage among the community in developing productive economic activities, including zakat management based on Zakat Community Development (ZCD). The higher the level of community participation, the more targeted, sustainable, and impactful the productive zakat management program will be. This study was conducted to determine the influence of community participation on the effectiveness of productive zakat management based on Zakat Community Development (ZCD) with the business climate as a moderating variable at the National Zakat Agency (BAZNAS) in Gresik Regency. The results of this study found that, partially, community participation has a positive and significant effect on the Effectiveness of Productive Zakat Management and that the business climate negatively and significantly moderates the relationship between community participation and the effectiveness of productive zakat management at BAZNAS in Gresik Regency. These results indicate that when the business climate deteriorates, the effect of community participation on the effectiveness of productive zakat management actually decreases. This occurs due to the community's difficulty in developing productive businesses from zakat funds as a result of limited economic opportunities. Therefore, high community participation does not always result in optimal effectiveness in productive zakat management if it is not supported by a sufficient business climate.
