PERAN DEWAN PERWAKILAN RAKYAT DAERAH (DPRD) DALAM PEMBENTUKAN HUKUM DAERAH

Abstract

Dalam penyusunan hukum daerah, khusunya dalam hal ini di internal dewan yang dilakukan oleh DPRD Kota Batu tersebut,  tim penyusun juga mempertimbangkan asas-asas dalam pembentukan atau pembuatan peraturan perundang-undangan, baik yang didasarkan pendapat ahli maupun ketentuan peraturan perundang-undangan yang berlaku. Hambatan pembentukan peraturan atau norma yuridis yang dihadapi oleh DPRD Kota Batu adalah adanya keragaman kepentingan yang mengiringi atau mengikutinya.

In the formulation of regional laws, especially in this case on the internal board conducted by the Batu City DPRD, the drafting team also considers the principles in the formation or creation of legislation, both based on expert opinion and the provisions of applicable laws and regulations. The obstacle in establishing regulations or juridical norms faced by the DPRD of Batu City is the diversity of interests that accompany or follow it.
