PENEGAKAN HUKUM TERHADAP SUPPORTER SEPAK BOLA YANG MELAKUKAN PENGANIAYAAN (STUDI DI POLRESTA GRESIK)
Abstract
The phenomenon of violence in Indonesian football has increasingly drawn public attention due to its significant negative impacts on security, social order, and legal enforcement. One of the most dominant forms of violence is physical assault committed by football supporters against fellow spectators, security officers, or members of the surrounding community. This study aims to examine and analyze the form of law enforcement carried out by the Gresik City Police (Polresta Gresik) in response to acts of assault perpetrated by football supporters, as well as to identify the obstacles and efforts undertaken in the law enforcement process. The research employs a socio-legal method with a qualitative approach. Data were collected through interviews, documentation, and literature study. The results show that Polresta Gresik has implemented law enforcement procedures in accordance with applicable regulations, starting from investigation and inquiry stages to the submission of case files to the prosecutor's office. However, several challenges remain in the implementation process, including difficulties in identifying perpetrators in large crowds, lack of sufficient evidence, and low legal awareness among supporters. Polresta Gresik has also carried out preventive efforts, such as intensified patrols, legal education for supporter communities, and coordination with club management and match organizers. The findings of this study underscore the importance of firm and collaborative law enforcement to create a safe, orderly, and sportsmanlike football atmosphere.
