Abstract

ABSTRACT

The Electronic Traffic Law Enforcement (ETLE) ticket method is a new breakthrough implemented by the Surabaya City Traffic Police by utilizing CCTV as surveillance in the ticket processing. This study discusses the implementation of the Electronic Traffic Law Information System (ETLE) in the enforcement of traffic violations by the Surabaya Polrelstables Traffic Police, the obstacles to the implementation of the Electronic Traffic Law Policy (ETLE) in the enforcement of traffic violations by the Surabaya Police Traffic Law, and efforts towards Obstacles in Implementing Electronic Traffic Law Elnfolrcelmelnt (ElTLEl) in the enforcement of traffic violations by Surabaya Polrelstables Satlantas. This study used an empirical juridical research method, and obtained the result that ETLE was carried out by the Surabaya Traffic Police in March 2020 and proved to be more effective. The obstacles to ETLE in Surabaya are public awareness for confirmation which is still low, vehicle ownership that violates traffic rules, damage CCTV which cannot be repaired due to the prohibition on importing spare parts from abroad, the efforts made are expanding the socialization of ETLE, reducing the cost of returning the vehicle's name, Surabaya Polrelstables Traffic Police is coordinating with the Surabaya City Council on CCTV repairs

ABSTRAK

Metode tilang Electronic Traffic Law Enforcement (ETLE) melrupakan telrolbolsan baru yang diterapkan oleh Satlantas Kolta Surabaya dengan melmanfaatkan CCTV selbagai pelngawasan dalam prolsels tilangnya. Kajian ini membahas pelnelrapan Ellelctrolnic Traffic Law Elnfolrcelmelnt (ElTLEl) Dalam pelnindakan pellanggaran lalu lintas ollelh Satlantas Pollrelstabels Surabaya, kelndala telrhadap pelnelrapan Ellelctrolnic Traffic Law Elnfolrcelmelnt (ElTLEl) dalam pelnindakan pellanggaran lalu lintas olelh Satlantas Pollrelstabels Surabaya, dan upaya telrhadap kelndala dalam Pelnelrapan Ellelctrolnic Traffic Law Elnfolrcelmelnt (ElTLEl) dalam pelnindakan Pellanggaran lalu lintas ollelh Satlantas Pollrelstabels Surabaya. Penelitian ini menggunakan metode penelitian yuridis empiris, dan mendapatkan hasil bahwa ETLE dilakukan oleh Satlantas Polrestabes Surabaya pada bulan Maret 2020 dan terbukti menjadi lebih efektif, Kendala ETLE di Surabaya adalah kesadaran masyarakat untuk konfirmasi yang masih rendah, kepemilikan kendaraan yang melanggar aturan lalu lintas, kerusakan CCTV yang belum bisa diperbaiki karena larangan impor spare part dari luar negeri, upaya yang dilakukan yaitu melmpelrluas solsialisasi telntang ElTLEl, melngurangi biaya balik nama kelndaraan, Satlantas Pollrelstabels Surabaya mellakukan kololrdinasi delngan Pelmkolt Surabaya melngelnai pelrbaikan CCTV.
