Studi Perencanaan Jalan Biloro-Fogi Kabupaten Buru Selatan Maluku
Abstract
Road infrastructure plays a critical role in enhancing regional connectivity and supporting economic development, particularly in rural areas with abundant natural resources. The Biloro–Fogi road segment in South Buru Regency, Maluku Province, currently uses a penetration macadam pavement type, which is less durable against heavy traffic loads and extreme environmental conditions. This study aims to develop a more resilient and cost-effective flexible pavement design for the road segment using the Bina Marga 2024 Method—a standard issued by the Directorate General of Highways, which integrates traffic volume analysis, environmental factors, and subgrade characteristics.The research addresses three main problems: (1) estimating the Average Daily Traffic (LHR) volume for a 20-year design period, (2) determining the required thickness of flexible pavement layers based on the Bina Marga 2024 guidelines, and (3) calculating the construction cost estimation (RAB) for implementing the new pavement structure. Data were collected through field surveys and secondary sources, then analyzed following the mechanistic-empirical procedures outlined in the latest Bina Marga manual. The results indicate a projected LHR volume that justifies the use of a more robust asphalt pavement system. The calculated pavement thickness consists of surface, base, and subbase layers designed to withstand forecasted traffic loads. Additionally, a detailed budget plan was developed, providing a comprehensive estimate of material, labor, and equipment costs. The findings of this research offer technical recommendations for regional policymakers and civil engineering practitioners in selecting pavement types that align with local conditions, promote infrastructure sustainability, and ensure long-term serviceability. Implementing the proposed design is expected to improve road durability, reduce maintenance frequency, and support economic activities in South Buru Regency.
