Analisis Kinerja dan Manajemen Lalu Lintas Overpass (Studi Kasus : Overpass Sepande, Kecamatan Candi, Kabupaten Sidoarjo)

Abstract


Toll roads are an important access to support the economy and development an area, so it is important to maintain the traffic conditions that are free of obstacles.
Areas crossed by toll roads will be facilitated by connecting access with an overpass or underpass. The development of the overpass already needs to be
implemented increase in traffic capacity due to the initial development of the population vehicles and a small population, with an overpass width of 3.5 meters
still able to accommodate the traffic at that time, now with the development of time it is no longer can accommodate passing vehicles and cannot be used to
pass each other. On The Sepande overpass which is located above the Sidoarjo – Gempol toll road has been installed with traffic light as an effort to regulate
the change of vehicles that enter the overpass gets results survey of traffic conditions that will take turns entering has a long queue and large traffic delays. The
purpose of this study is to determine the value of overpass capacity, traffic saturation degree (DS) and overpass design as a basis determine alternative
management and traffic engineering on the Sepande overpass. Method research conducted by calculating the average daily traffic load by carrying out inventory
surveys and geographical conditions around the overpass as data existing basis, traffic counting survey and traffic calculation survey light. From the results of
the study, it was found that the overpass condition had a degree value of saturation (DS) with a value of 0.901 (E) from East (T) to West (B) and 0.941 (E)
from B-T at the time of existing, much different from the condition of the road which has a value of DS 0.511 (C), it is necessary to handle the narrow overpass
width, then di do traffic forecasting (forecasting) for the next 5 years to get short term (1 year ahead), medium term (2 years ahead) and long term (5 years).
From the results of the analysis, it can be concluded that the handling of short term by improving traffic light calculations, installing Traffic Signs Traffic
Warning and Prohibition of Parking around the overpass with a DS value of 0.822 (E) from the TB direction and 0.858 from the B-T direction, in the medium
term with the installation of Predecessor Signs Alternative Road Directions (RPPJ) and Heavy Vehicle Restriction Signs during peak hours morning and
evening not to cross the overpass, from planning the handling The DS value is 0.801 (D) from the T-B direction and 0.697 (C) from the B-T direction. length
by adding one lane on the South side of the existing overpass, then the result of The handling plan is the DS value of 0.320 (B) from the T-B direction and
0.313 (B) from the B-T direction. As a suggestion to regulators, namely by enforcing Regional Regulations regarding restrictions on heavy vehicles,
improvement of traffic light technology to be adaptive traffic control system, and the addition of a new overpass with a one-way system.
