Abstract

This studi examines how the school library at MIN 1 Kota Malang is utilized to support the library culture of low-grade students (grades I-III). Literacy is a key twenty-first century competency, yet low-grade students are still at an early stage of learning to read, so they need consistent habituation and guidance. This qualitative case study involved the curriculum vice-principal, one librarian, tree homeroom teachers, and three students, with data gathered through non-participant observation, semi structured interviews, and documentation, an analyzed using the Miles, Humberman, and Saldana interactive model. The findings show that planning is carried out through setting program goals, scheduling library hours integrsted with teaching activities, arraing independent library visits for grade III and above, designing literacy materials suited to each grade, and providing literacy resources and facilities. Implementation includes graded weekly library hours fir grades I and II, varied methods such as read-aloud and storytelling with hand puppets, habituation of reading and borrowing books, collaborationbetween librarians and homeroom teachers, acrive student involvement in literacy events, and an award for thr most active library user. These efforts have increased reading interest, reading and writing fluency, reading comprehension, and students confidence in retelling what they read.
